Minutes of Moroni Elementary Community Council
March 27, 2025
In Attendance: Stacey Peterson, Rhett Larsen, Brennen Russell, Chelsea Bailey, Kelly Patino
The meeting was called to order and began with a review of the minutes from the previous meeting. No changes were noted, and the motion to accept the minutes was made by Rhett Larsen and seconded by Stacey Peterson. The motion passed unanimously.
Discussion then turned to the Parent Compact. It was agreed that the student portion of the compact should be added to the teacher’s handout distributed at the beginning of the school year. Additionally, teachers will be asked to review the school portion of the compact during the first faculty meeting of the year. Due to safety concerns, it was also decided that language about pick-up and drop-off areas should be added to the parent section of the compact. Rhett motioned to approve the compact with the recommended changes, and Chelsea Bailey seconded the motion. All members were in favor.
The council then reviewed the School Improvement Plan, specifically the TSSA budget allocations, which included $3,650 for teacher morale, $850 for student birthdays, $800 for Reading A-Z, $16,500 for AmeriCorps TAs, and at least $4,000 for a language TA. Additional proposed expenditures included $14,000 for the after-school program, $2,000 for after-school snacks, and $3,000 for family nights. A net positive balance of $600 was noted. An amount for safety was still to be determined.
The council also reviewed the Trustland plan, which outlines the school’s academic goal. By May 2026, Moroni Elementary aims to improve Tier 1 instruction in Math, ELA, and Science by increasing overall student proficiency by at least 5% on the end-of-year RISE assessment compared to the 2024-2025 baseline. This goal will be supported through evidence-based instructional strategies, targeted professional development, and regular data-driven PLCs.
To support this goal, proposed action steps include purchasing online math and science curriculum (Mystery Science for $4,485, Generation Genius for $1,995, and Facts/Fracts for $3,200), online reading curriculum (95% Group Teacher Edition for $525, LIS Platform for $2,700, and Read Naturally Boost), and IXL for science at $17 per student, totaling $1,700 for two grades. Additionally, the plan calls for funding three full-time teaching assistants (ESP positions) at a cost of $55,000. Excess funds may be used for items such as LCD projector replacements ($600 each) and headphones.
A vote to finalize and approve both the TSSA and Trustland plans was held. Rhett motioned not to approve the plans until further feedback and scheduling details could be obtained regarding safety-related concerns and grant allocations. The motion was seconded by Brennen Russell, with Jordee and Kelly Patino in agreement. Chelsea Bailey and Stacey Peterson remained neutral. It was decided that an emergency meeting would be held to address these concerns and incorporate feedback from the District Office. This meeting is scheduled for Monday, April 14, 2025.
Lastly, the signing of the Council Signature Form was postponed until after the emergency meeting.
